Welcome to YorkieTalk. I have never had to potty train an adult but I am guessing it would be just like potty training a puppy. I would think it could help seeing your other dogs go potty in the right place especially if you praise them and give them a treat. Poor little Chloe sounds like she has a sad little life. I hope you get her and give her the love and family she deserves.
