If it's just a sort of snorting noise mixed with some spluttering through the noise, it sounds to me like a reverse sneeze! My little June reverse sneezes all the time, usually when he's particularly excited about something. And, yes, he sometimes does it when he starts drinking water, usually if he gets up to have a drink after laying down for a while or just getting up from a nap.
