I totally understand your point and we were both worried about this too. Anna, our 6 year old yorkie, does not like to get wet feet. So if it is raining out, we can count on an accident in the house. The potty pads have eliminated this. She very quickly learned to use them. Barney prefers going outside, but on days that we are working 8 hours, it's just too hard for him to hold it. We are in the process of training him to use the potty pads. So far, it's been working fairly well. Your question is, will it keep him from going outside if you start letting him go inside. My response is, it hasn't affected Barney. He prefers going out, but teaching him to use the potty pad has given him an alternative when he can't wait until I get home from work.
