easy way 1) you might consider lightly sanding the chairs, painting them with a good quality primer and then repainting with the red paint.

easy way 2) Unless the chairs have a lot of sentimental value or you have huge amounts of time on your hands, you might think of buying new unpainted chairs and painting them.

I'm thinking paint thinner, or the primer then paint, I think if I paint over them it will peel........ thanks~!
