There are only so many possibilities did he check for any of them? How did he determine it wasn't broke? Was an xray done? I would save yourself some money and go to an orthopaedic specialist....Legge's Perthes comes to mind....or an injury. I sure hope the poor pup isn't in pain? I'm sorry your pup and you are going through this, I've been there and back a few times and I know how your worrying.
