Default Potty problems

I've had trouble with Ruger since he was a puppy. He goes outside just fine, and I praise him, but he still goes inside, fortunately (mostly) he goes on pads I've put down. I know the biggest problem is my fault, in that I give him the run of the house so I never see him go in the house.

I'm going to put up a gate so he can't go downstairs when I'm up and he can't go upstairs when I'm down. So now the question is when I see him go inside exactly what do I do? He doesn't have a specific spot outside, but there are several areas he likes to poop and pee close to the house.

BTW, it's very snowy and cold here in the winter, so I don't want to completely eliminate his going on the pads.

Also, if my theories are wrong please say something, and thanks.
