Black bears normally shy away from humans. The exception is a mother bear if she feels her cubs are threatened. A barking dog could certainly be seen as a threat.
A couple of years back, the DNR set up traps in our neighborhood and relocated 2 bears. This year there have been multiple sightings of different family groups. A cool thing they noted was that bears normally have no more than 2 cubs, but this year triplet and even Quads have been sighted.
