I am so sorry your parents and their precious yorkie are going through this. I don't know much about the surgeries you spoke of or their results. My Bugaboo has a cleft palate and had one surgery when he was 9wks. I did not work. The specialists say he can have another surgery. Very Costly too. But I took a wait and see approach. And considered his Quality of Life. He is doing great. But in your parent's situation , surgeries are never guaranteed. I would ask the vet what is the percentage of success with the surgery. Then your parents can try and make the tough decision as to what to do. Sorry I could'nt help more. Good Luck
