Seriously, there are threads here that go into great detail about this question and surprisingly enough it is very complex.
The Biewer is a tri-colored yorkshire terrier that was produced by mating two standard tan and black yorkies who carred the recessive genes from when yorkies were originated. Mr Biewer thought these dogs were beautiful and bbegan to breed "for" them. He started a Biewer Club in Germany.
Tri-colors anywhere else including here in the US who did not originate from the Biewer line are just tri-colors and not Biewers.

Okay I have a few questions.
1.Is Biewer a Kennel Name?
2. I know parti means two. But is tri-color the same as a Biewer except the name? Because from the pics I've seen the Biewer is white with 3 colors.
