Someone posted this problem sometime back and someone had a good remedy. I just don't remember what it was.

There is a product called Musher's Secret. It is a salve that they put on sled dog's to protect their feet but it is good for lots of other issues. You don't have to worry about snow or salt on the ground where you are but it would work good for protecting his feet from sap as well. I know they sell it on Amazon and some other pet suppliers sell it.

I agree that cocoanut oil may be good for removing it. It is very healthy for your dog to lick in case there is some left over.. Maybe someone else will come up with the other sap remedy.
