Default Weaning Advice Needed

Hello, I'm having an issue with my young Yorkie mommy not weaning her pups who are 8 going on 9 weeks old. The puppies are already eating wet puppy food but they still attack their mother for milk whenever they can.
Rather than weaning them as she should, she is taken over by them and sits and cries as they drink from her. No doubt they are hurting her with their teeth but I feel she is overpowered, young, and actually needs help with weaning them. She simply just sits and takes it and only moves if called.
This weekend (Fri-Mon) I attempted to keep the puppies separated from her via baby gate and entertain both. They ate their puppy food no problem but the mom would try and nurse them even through the baby gate separating them.
I feel as though 8 going on 9 weeks is way too long for this to be going on.
I am in serious need of advice.
