My stroller can fit my dog and my sister's yorkie, both are about 5.5 lbs. Lola also shared a friends stroller and her dog was about 8-9 lbs.  So depending on the size of the stroller they can share.  However they make double decker strollers and side by side strollers that are designed to carry more than one dog.  Basically they are like a child's stroller only the area the dog goes in is set up like a bed on wheels so the dog can lays down.  Much more comfortable for the dog than a carrier and a lot easier on your shoulder and arm.  You can get them as cheap as $60.00 on Amazon and then up to several hundred dollars. The more expensive ones wheel better.   
I bought two exactly alike, one for my home in MI and one that my family keeps in NY.  Mine are cheap since we do not walk miles in them over rough terrain.  My sister thought it was a crazy idea, the first time we used it was in NYC for pet fashion week.  It had snowed really bad and she kept giving me a hard time, telling me that we are not going to schlep it  into the city.  Well I told her we most certainly were, and low in behold we wheeled the girls all over the city in the snow in the strollers, had we tried to walk with them they would have been soaking wet from the melting snow and chilled to the bone, instead they rode like little princess and we were able to shop arms free. Turns out her dog seems to always spend more time in the stroller than Lola since Lucy seems to tire more quickly. Of course being the big sister every time we go someone where I have to gloat to her about what a great idea the stroller was
