Sounds like she needs some structure in her life, a good Nothing In Life Is Free program from the many on the internet and regular 5 minutes 3 x daily obedience training to help her learn impulse control. I've had some very wild and nonstop dogs work thru their obsession with action and movement, OCD barking, etc., once they learned another way of life exists.

First, as always, get her checked out by the vet and you might have her checked by a behaviorist to be sure she's not slightly brain-damaged but they can tell pretty quickly if she's got the ability to learn and be able to self-control. Still, even dogs with some damage can gain control when properly motivated.
