This is just what I've been told: If he was neutered like Tibbe, his testicles were removed and unless your dog's have regrown, I think she'll be safe around him but I think he still can have sex drive, tie with her. Unless the vet bungled the surgery or he regrew sperm-making testicles, no pregnancy could ensue. Still I would watch him around her and prevent attempts to mate since I've also been told mating can sometimes cause injury to the male or female.
