I've been having a hard time teaching and training my Toby how to pottie on his training pads ... I take him outside and doesn't go pottie but once inside he thinks it's okay to go anywhere he wants

he's 4 months old .. Anyone have any helpful advice ? My husband and I would really appreciate it
