I think that is where your IP address comes from and how one vote is managed, it's one vote per IP address.

So probably if you voted at home and then took your laptop to starbucks and log into their net work you could vote again. I think I am going to try this just out of curiosity, is it cheating who knows I doubt it happens that much anyway since it would be a pain for most people to do that often
