Nala had a similar problem in the spring under both of her eyes. I took her to the emergency vet because I discovered it on the weekend. He didn't see what I saw but gave her an antibiotic ointment that just added to the goop and didn't really help. I ended up taking her to my regular vet who also didn't really see the raw spot I saw.... you could really see it better when bathing her. When her hair wasn't wet it seemed to cover it. Anyway, I convinced him to give her an oral antibiotic which completely cleared it up within days and she has been good since.
I think I may have pulled some hair out when cleaning under her eyes. I felt like that is what initially caused the raw areas. and they were staying moist from her tears. When I cleaned daily it seemed to irritate it, but if I didn't clean daily it made it worse. She took the oral antibiotics and I cleaned every other day instead of daily for a few days and it worked.
Nala's under eyes looked like the picture you posted of Charlie.
