I made two tethers for my stroller,I have two riders. I purchased webbing,measured enough for a loop on each end,cut,senge the ends with a lighter to prevent fraying,sewed the loops in and put a small karabeaner on each end. One karabeaner is hooked on the stroller and the other on the dogs harness.
