Do you have Bella confined to a small area? If not then you need to set something up. I always keep my new mommas in a big x-pen with the whelping box on one end. They have their food and water and potty pads in the rest of the area. That way the momma can leave the box when she wants to but she can't move the pups to another area. When the pups are about 3 1/2 weeks old I remove the whelping box and just setup a bigger area for them with their bedding on one end, potty pads on one end and food and water in the middle. Once the puppies are walking a slowly enlarge the area they are able to walk in but I keep a board up dividing the area so mom can always get away from the puppies when she wants to.
