Animal Smiley 036 Wee Pad Best Practices???

I'm so happy to have a 12 week old male Yorkie as an addition to my family. I will say I am a first time yorkie owner and I did get my puppy at 8 weeks and I must emphasize how correct everyone is with recommending 12 weeks as I had a couple blood sugar scares in the beginning....live and learn right? With that said I have been trying to work on his wee wee pad training for over a month and he still seems to not get the point. I praise and clap and give him treats when he does it correctly and when he doesn't and I'm able to catch him in the act I tell him sternly "NO" and then bring him to the pad and say "pee pee here". Does anyone have any best practices or am I just expecting too much from my little man?
