You may want to look at the ingredients of the food you are feeding and see if there is a potential for allergies there.
maybe find something online or from some of the owners here on a natural home cooked diet.

May I recommend a bath and then spray half and half distilled water and organic apple cider vinegar all over the dogs body especially the area he's biting. It will soothe and heal any irritated areas.

What food are you giving him?
