If you've ruled things out and he's still scratching/biting like that, then I think the best thing is for you to take him to the vet. Have you been using the flea combs to check him? It also might be a seasonal thing.

If you cut out all the treats, chews, environmental and he's still like that.. It could be the food. What are you feeding him? I think there are chances where dogs develop allergies just like humans.
