Congratulations on you new puppy. Quantity depends on which food you feed and how many calories per cup are in the food.
1/4 cup x 4 times a day is okay for foods like Purina, which is what Teddy ate when he was a pup. Max had a higher calorie food, so when he was about 3 pounds, he ate 1/4 cup only 3 times a day.
If you are feeding treats, take those into account too for total daily intake.
Free feeding is more for puppies and some adults who need it, and who are good self regulators. We always used scheduled feedings.
