Wow and I though I was the only crazy lady who goes out to shovel a path for my babies in the winter.

There will be times when the snow it so high that it covers the doggy door.
OP, your pup is still young and will just need to get use to it. As long as you are there with him and encouraging her to do his business and praising him when he does he''ll get it . He just needs more training. I have four pups and I was outside in the rain, snow, wind all hours of the day and night. It was crazy cold at times but we did it. But I had to do whatever it took to get them trained. So, as long as she knows when and where to do her business she will and will also learn to do it much quickly in the cold weather months. You still have a few months, so get her use to all types of weather and to get her fully trained for outdoor potty time.
