I don't have that problem right now, but when I did someone suggested putting diatomacious earth (food grade) on my old poodle. I powdered a bit under her pits and belly. It worked getting rid of the fleas. She may be itching because she is allergic to the bites. I wouldn't give her the flea stuff till she really needs it, you don't want her to have a chemical reaction, that would be worse than the itching.
