I would take him to a vet school or someplace with specialists like geneticists and endocrinologists. Your vet sounds like he either doesn't have a clue or doesn't care. My dog is also 8lbs and eats a total of 1/2 cup kibble a day, usually less.
There is a problem in humans called Prader-Willi Syndrome which is a genetic defect in the hypothalamus which prevents the subject from ever feeling full. I would consider having him tested for hypothalamus issues if this doesn't resolve quickly. Good luck and keep us posted.
