It's odd for allergy symptoms on the skin to be localized unless it's a 'touch allergy'. Has she ever had mites? When you say you saw a skin specialist, do you mean a Vet Dermatologist? I'd return to the Vet Derm bc something is not right here.
Have you tried switching food, treats, and shampoo?
Recurrent skin issues can be an indication of Cushings or hypothyroid...does she have any add'l symptoms that would go with that?
