I would try to get her in a class with other small dogs. Maybe the puppy class would be best but you could ask the trainer.

Our pups went to training at out Community Center but the trainer was a former PetSmart trainer. They did great. They learned sit, come, stay (they learned stay so well I could walk clear across a gymnasium with my back turned and they wouldn't budge until i called them), leave it, drop it, leash walking, walking through crowds of dogs and more. It was well worth it. We were in a puppy class. Have fun!
