Itīs amusing to me how things change from one place to another, because what is awful and unacceptable to you in the US, is actually our norm here.Iīm often reading posts and think "whatīs al the fuss about? We do that here and our dogs are just fine"
I think thatīs why certain people from ceratin countries find it hard to fit in in here, because everything they do, say and think is frowned upon by those of you from the US (who are a huge majority in here)
I often have to remember that.

Pups always go home at 7 to 8 weeks here.They do fine, hense there is no law against it.
Everyone gets to visit their pups here too.You are just asked to remove your shoes, scrub up (hands up to your elbows) and not take your kids.
Thatīs why what you say in your post doesnt sound bad to me at all, yet you say it like the breeder should have been locked up

P.s- This is a tiny touristic island (Majorca) where dogs arent in huge demand, people just donīt have the time.So the few breeders we do have nearly always have waiting lists.We do not have puppymills (thank god there is no reason to pump out pups like that) and as a rule, the breeders you can find are awesome and pups are raised in their homes with their kids and family etc.Of course, there are a small few that have made mistakes, but being the tiny island that this is, word gets around quickly and those are out of buisness before you know it.
I just think I should remind everyone that not all of us are from the US, not all breeders who let pups go at the age of 7 to 8 weeks are crooks, letting the owners of the pups visit is not irresponsable and every breeder (no matter how amazing) always started with that first litter, so people asking about breeding their dog for the first time or advice about having a 7 week old pup should always be cut some slack
They might be somewhere where that is the norm, so they wont understand why you are so upset
