I wouldn't do this to my dog. I'd just heat up the house more if it were cold and keep the times outside shorter. Unless it is totally freezing, your little baby won't freeze to death without clothing. They are animals and even without a double coat, a Yorkie won't freeze or grow ill without clothing in the house or outside for a while.
Dogs usually shake to show emotion like fear, anxiety or from pain. They don't walk when in clothing because they feel restricted and uncomfortable so probably you ought to just accede to her wishes and keep her clothing free. Tibbe won't wear clothing and I cater to his wishes and keep him clothing free. Anything my baby wants he gets, including the freedom to decide what HE wants and to even go without cute shirts if he wants.
