Default Long term distemper -OCD?

About 4 years ago, I got a 3-4 month old puppy (mini schnauzer mix) from a rescue that takes dogs from animal control. She came into our house and we quickly knew something was wrong with her. We found out she had distemper.
After many many vet visits, and emergency hospital visits, she was finally OK. And we were soooo glad. If a dog gets distemper as a puppy, they only have a 20% chance of surviving, I read! Eek

She doesn't still have seizures, which some dogs do if they survive distemper. But I do think she has some neurological damage. She's not the smartest dog. LOL She does have a twitch that happens at when she sleeps, but nothing too serious.

One thing she does is lick her arm. She's done this for a long time, however, she's been doing it A LOT lately, and now has a bald spot on her arm. I was reading a bit about long term effects of distemper, and it said something about OCD-ish behavior. This seems like a compulsion for her!

I'm worried she's going to get it infected! It's fine right now, not red, irritated or anything, but I know if she doesn't stop, it could get bad.

Any tips? What should I do to get her to stop before it gets infected or something?
