Weird, I've taken Lola into 2 Ross' without a problem. In one of them quite a few employees came up to pet her.
She wasn't in her stroller at Panera either, she sat on my lap and helped me eat my autumn squash soup.
BTW my stroller is blue, I wanted purple but they were sold out
