When Gracie was a puppy she refused to eat commercial dog food as well. I have had dogs all my life and never had a pup refuse to eat so I was unprepared to deal with the issue. I actually found YT looking for dog food recipes because I started cooking for her. She loved it when I made her food from human ingredients though I have to say she was not good at eating left overs!

There is a section in the Yorkie health and diet area here in YT that contains a "sticky" with tons of recipes for homemade dog food and treats. If you do decide to make her food for a while then do some research and study on the subject. At least with home prepared foods you know that the ingredients are fist rate and fresh. I'd avoid foods like Cesars. They use some really bad stuff. Check the ingredient list. I only feed grain free and I use fresh meat and vegetables along with some food based supplements.

After feeding Gracie homemade meals for a while I switched her to a commercial raw diet which she loves. I do still make some home meals for her just to add some variety. She has done very well with it and is now 3 years old. Never a sick day in her life.

Is your pup growing? Does the pup play and have a normal energy level? Any issues with diarrhea? Any questions in those areas should prompt you to get her to a vet that can do a very good examination and do tests of the liver and other digestive functions. Yorkies can be picky eaters but liver issues have been found to be prevalent in the breed so don't mess around with possible dangerous symptoms. Lack of appetite can be an indication of serious issues.
