if you use pee pads you could try a routine and put him in the tub. i did this with cedric and would not let him out till he did his business. I stayed in there with him until he did. just a thought. be sure he understands what you are trying to teach him and dont scold unless you catch him in the act...stern no then bring him directly outside each and every time. consistency and understanding is key. if your stressed and get upset and he doesnt know what he did it wont help him. wishing you the best of luck.
