There are different strains of rabies, some of which are more likely to be spread to other species than others. For instance, the raccoons rarely become infected with the skunk strain. While I don't know the particulars of this experiment, I would assume it's because they are finding this new strain often enough that they are concerned about it ability to spread cross species.
