Gingham, broadcloth or calico are most likely not going to be flame retardant.
I make baby quilts and receiving blankets and use regular fabric. I think the flame retardant has to do with items of clothing, not bedding.
And just so you know, Joann's has a bumper pad set that's already cut, you just cover them. In the area with the foam and batting.
And they actually advise against pillows and bumpers for baby until they're older and can roll over by themselves, to keep them from scooting under the bumpers and suffocating themselves.
