There are Animal Control agencies in every county with staff to do a drive by or a house call on those suspected of abusing animals. It is the responsibility of the boarding business to report him if they genuinely believe he is abusing the dog. I suspect the guy is just a grouch and the dog knows it. Most animal abusers do not pay to board their dogs. They leave the dog in the back yard, garage or locked bathroom with a pee pad, bowl of water and food.

All this is speculation. You should call the business and tell them it is their responsibility to report their concerns and suspicions to Animal Control in your county (or parish if you live in Louisiana). The guy will never know who reported him. Most Animal Control staff will do a drive by, look in the yard and get a feel for the situation before confronting the person. They will know immediately if the dog is abused and have the power to remove the animal immediately.
