Are you sure the guy who picked her up was the dog's owner? Could it be he just picked up the dog for a friend, neighbor, or family member? Maybe someone in the hospital, etc., as we had to do with family member dogs when a house fire occurred.

It's sad to think there might be abuse, and I hope that's not the case, but I have picked up dogs for others when their flights are delayed, etc. and their boarder will close before they can get their fur baby, who will then have to spend the entire weekend being boarded and not at home. Some react ecstatic to see me, but others just want out of there!

Just wondering...

It certainly couldn't hurt to try to acquire the dog, if you want to care for it yourself.
