I'm confused. So are you having bunching problems on the bodice part of the dress? I"m assuming that you have the bodice part and the ruffled skirt part. Are those two not being sewn together in a straight seam? Why not?

Yes they are,
My problem is this: When cutting out two different cotton blends for the same garment. (doggy dress)
I have cut and sewn together two sides of the bodice together inside out and turned. Sometime, not using the same type of fabrics or cotton blend materials. I will always try to cut against the bias if possible but sometimes depending on the print or to cut down on the waist I have to cut with it.
Than I make my skirt, gather it and pin in between the two sides of the bodes preparing it to be sewn to the bodes. (this is where the problem comes into play)
If one of my sides of the material for the bodes has some stretch to it and the other does not, this is where I run into the bunching issue. As I sew the two sides together with the ruffles skirt between them the material with the stretch to it sometimes will end up bunching up and the end of the stitching process. Its normally fine until I reach 2/3 of the length of he material and the material has stretched out and became longer than the other.
Anyways: I haven't gotten to the first dress I tried with the stay stitch yet. I'll see how that goes and if I have any issues I'll be sure to show pics of what it is. If the stay stitch or starch does not work I will invest in one of the Walking foots. I'm sure that that will fix any issues that I am having.
You all are Awesome as usual, All of you help is always very much appreciated.
