I'm sorry, I have no advice, I did not crate train my kids. But I will say that as he matures you will see that he'll go through phases. Like the barking when he didn't before. They will test the boundries and also become more aware of themselves and their surroundings. So it's very likely that the barking is just him seeing how you'll react. If you are able to let him bark it out without disturbing others, I would suggest letting him do that.

As for going outside to potty. Perhaps try taking him out to actually play for awhile, then bring him in for a very brief time making sure he stays right with you so that he can't potty in the house. Then take him back out to see if he'll potty, no playing this time. Keep repeating until he potties. I assume you have a command you are saying when he goes potty. Be sure to say it as soon as he potties so that he'll start associating the command with the action.
