I just saw the same behavior when my nephew came to town. He is a high functioning autistic and just for whatever reason doesn't respond to Jess. So Jess follows him everywhere, goes around his feet, gets all excited and even jumped up on him on the couch (she knows that's not allowed) My nephew doesn't move to touch her or anything. I think it is almost like they are trying to get the attention everyone else gives them from that person. Its like a challenge for them. (kind of like with humans, you want what you cant have)
