Did they give a reason as to why no home visits? I know one breeder on this site had a bad experience with parvo that closed down her breeding program for a time and cost her thousands and thousands of dollars in vet bills and preventative treatment and so won't let anyone in to see the pups until fully vaccinated.
I agree with the others that as a rule, that is a red flag, but there are exceptions to every rule. Could the breeder be more specific with the answer instead of a broad "bad experience in the past"? I would think if it were a safety issue such as parvo prevention, they would be proud to volunteer that it is for the welfare of the pups.
