Megan was a lap dog, she wanted to be on my lap most of the time, unless she was cold, then she was on my wife's lap. Gina is 18 weeks old today, she wasn't much of a lap dog, she is getting to be one now, she will sleep on my lap or in my arms more often than not now. When we first got her she wanted her crate, or if she got on a lap, it was for a few minuets, then she would move over a little bit, then farther and so on. Be patient and hold them as much as they will let you, and don't forget to be part of their playtime as much as you can.
