The nose licking and swallowing/coughing can also be a sign of stomach upset, which could also be the reason he is not drinking or eating.
If he won't drink, you have to be concerned with dehydration, especially since he just came off a steroid.
I would get a waiver for rabies vaccinations and not give him another one.
