Have you talked to your vet about him acting this way? Maybe its a side effect to the steroid? Hopefully someone here can answer this for you. Maybe he would be a pup who could be excluded from taking the required rabies shot. Sometimes, if there are health concerns, you can have the vet recommend not getting it.
