I think 4 is the maximum in all this as I think she doesn't want to pee on a pad that's got to many pee spots .... yet if I go to the loo she'll lay right down on an old pee spot from the morning ...eeewww....

Washable pee pads are expensive up front but in the long run would work out more economical ... still would need to change them just as often or do they have a different absorption method ??

The other thing for me is I have made a mistake so to speak in letting her pee when ever she wants to .. as in I didn't crate her to get her used to holding on ... which means she pee's more frequently, hence filling the pads up quicker .... some times I think she goes in there to squeeze a pee out just to get a treat :-P :-)
