 Gizmo has brown spots on his belly??

Gizmo has brown spots on his belly. I thought it may have been flea dirt, since we have moved and this place had fleas. I haven't used flea treatment in awhile since he never got fleas, but when I noticed he had some i used some flea treatment on him. I then took him to the groomers and they said he still had fleas and we noticed his spots got worse. I am pretty sure its an allergy to fleas.. He has no fleas what so ever but is there anything I can do? They don't seem to bother him at all, he doesn't lick his belly or rub it or anything.
Also its his birthday tomorrow so we are going to the beach, i hope its okay..
