That's a can of worms you probably don't want to open. Here's some non controversial differences that everyone can agree on though:
1. Yorkies get tails docked, Biewers do not.
2. Parti Yorkies come from American lines, Biewers started in Germany. Both reportedly came from piebald recessive gene showing up after breeding 2 standard color Yorkies.
3. Neither can be shown at AKC shows.
4. Both are cute as can be!
