I would shave the hair off her ears and tape them up for 4-5 days. Take the tape off for a day and assess the ears. If up, great. If not, repeat. You can do this until the dog is 6-9 months. I don't think early shots caused this. Maybe a busy breeder wasn't paying attention or was a bit lazy. Sometimes ears will flop when they are teething.
