Kristin is soooooo right. The harness just must fit and be properly placed, adjusted and fastened on the dog for them to be safe. I've seen several tiny and small dogs in ill-fitting or improperly adjusted harnesses! Disasters waiting to happen!
Both are right. It is all about the harness that is well fit and fastened correctly.
